Taiwan is situated in a developed region of the world. Its income per capita was US$23,573 in 2016; US$25,095 in 2017, and US$25,360 in 2018. Fu Jen Catholic University (FJCU) is a private university, which means that tuition is not subsidized by the Taiwanese government; however, FJCU has adopted a low tuition policy. Furthermore, students are not admitted according to their family wealth, social status, or educational background; everyone has an equal opportunity, and no preferential treatment is given. Nevertheless, in order to guarantee access to education for the disabled, indigenous peoples, and residents of remote islands, a special quota has been set aside for them to reduce the economic and social disadvantages they face as well as to promote affirmative action. From 2016 to 2018, there were 311 indigenous students, 55 students from remote islands, and 45 disabled students among the newly-admitted, comprising approximately 2.7% of the total. An average of 4,260 new students was admitted from 2016 to 2018. Some 44% of these students have parents who never went to university, making these students the first in their family to do so, which will in turn raise their familys social and economic position. These students totalled 2,630 in 2016 (46.08% of all new students that year), 1,980 in 2017 (44.05%), and 2,018 in 2018 (43.30%). At the same time, FJCU has also assisted international students from developing nations and overseas Chinese students by covering their tuition, miscellaneous fees, living expenses, and even money for return tickets. The university continues to work to gain funding for more scholarships in the future in order to sponsor more international students from developing countries.
