Tobacco Hazards Prevention in FJCU 2021

International Federation of Catholic Universities (FIUC)

According to the Tobacco Hazards Prevention Act:
Article 15: Smoking is completely prohibited in indoor areas of universities and colleges.
Article 16: Smoking at outdoor areas of universities and colleges is prohibited except in the designated smoking areas; smoking is completely prohibited if no smoking area is designated.

FJCU has implemented its own policies to prohibit smoking.
FJCU established and implemented the “Fu Jen Catholic University Tobacco Hazards Prevention Policy” (LINK1) in December 2008; the policy was later amended in May 2012, which prohibits smoking anywhere on campus grounds except in the “Smoking Cessation Assistance Area.”(map of Smoking Cessation Assistance Area.)Meanwhile, the Division of Sanitary observes guidelines of the health authority and promotes awareness on the hazards of smoking through the use of smoke-free labels, banners, bulletins, and seminars. Smokers are referred to proper counseling, whereas Fu Jen University Clinic offers outpatient smoking cessation services for teachers, staff, and students.
FJCU also established “Fu Jen Catholic University Enforcement Rules of Tobacco Hazards Prevention Policy” (seeLINK2) in 2014 that enforced Article 3 of the Tobacco Hazards Prevention Policy and outlined FJCU’s smoke-free campus policy, which reads: “FJCU is an absolute smoke-free campus, and to facilitate transition into this goal, designated smoking areas may be created at appropriate locations outdoors on a temporary basis and announced accordingly. ”Under the Enforcement Rules, smoking is prohibited anywhere on campus grounds except in the “Smoking Cessation Assistance Area.” With the introduction of smoking cessation counseling referrals and outpatient services, FJCU provides assistance to those looking to quit smoking. These policies and rules are being examined and revised on a yearly basis to realize FJCU’s vision of a smoke-free campus.
FJCU has Campus Smoke-free Ambassadors that patrol hot zones for violation and advocate the institution’s smoke-free campus policy. A Tobacco Hazard Control Task Force has also been established to implement tasks toward promoting a smoke-free campus.
The Tobacco Hazard Control Task Force convened two meetings yearly between 2017 and 2021 to plan, implement, and review campus tobacco hazard control actions and discuss improvements.
